Operations Manuals - Every commercial aerial operator should have their company regulations documented in a Flight Operations Manual. The Purpose of the Flight Operations Manual, is to document the Policies, Procedures and Best Practices your organization will use to comply with the Operating Restrictions specified in the Regulations, your FAA Waver or your 333 Exemption/COAs.
A Good Operations Manual outlines in clear and plain wording how you accomplish your operations. For example, 14 CFR 107.49 states:
"Prior to flight, the remote pilot in command must: (a) Assess the operating environment, considering risks to persons and property in the immediate vicinity both on the surface and in the air. ......."
A good Operations Manual outlines HOW this is accomplished. It would specify when, how and by whom the checks are performed and would normally contain quality control items like checklists to ensure that the checks are fully accomplished. It also outlines how the tasks are documented and how long records are kept.

Training Manuals - Training Manuals are part of your Operating procedures but are often constructed as a separate manual due to the sometimes fluid nature of the training process. A separate Training manual allows you to make changes to your training processes and procedures without revising the entire operations manual. A good training manual outlines how an operator or an Observer are trained and how often the training must be accomplished.
